Two MPs spar over questionable $250m transfer claim by Bawumia




Government's decision to transfer $250m from the Central Bank to a private bank which then lent the money to the government at a huge interest has been described as absurd.
Two Members of Parliament - an economist and a Chartered Accountant - have very contrary views over the legality of the Finance Minister’s decision.
NDC MP and Parliament’s Finance Committee chairman James Avedzi says there is no violation of any law in the decision while economist and MP for New Juaben South, Dr. Mark Asibey pointed out that it is a clear violation.
The man who sparked the controversy is the NPP Vice-Presidential candidate Dr. Mahamudu Bawumia.


He does this time and time again whenever he speaks on the economy. In his latest revelations, Dr. Bawumia said government violated Section 53 of the Bank of Ghana Act 2002 (Act 612).
“The Bank shall hold all foreign exchange of the State and be responsible to Parliament in the performance of its function in relation to the foreign exchange”, the law says.
Bawumia says by transferring $250million to a private bank, the government has outsourced its work of keeping the money to a private bank, UBA.
Finance Minister Seth Terkper has explained government’s decision. He says the loan would have been sitting idle at the Bank of Ghana if it was not invested.
This is not the only money, government could transfer to private banks as investments, he pointed out. Funds from the National Health Insurance Scheme can also be invested, he suggested.
 The exchange of long views by the former BOG deputy governor and the Finance minister has set the stage for debate.
Speaking on Joy FM’s Top Story Chairman of the Finance Committee of Parliament James Avedzi said he sees no evil.
“If you leave the money at the BoG…the value will go down” he recycled the Finance minister’s argument.
Mr. Avedzi explained that not all of the money belonging the Bank of Ghana is kept in Ghana. Some are kept in foreign banks on behalf on the BoG, which both MPs agreed is standard practice.
If another bank can hold Ghana’s monies then the BoG can transfer public funds to any private bank.
He also explained that the money is government’s funds and not the Central Banks’ money. The BoG was holding the money for government’s Ghana Infrastructure Investment Fund, he said. Government is therefore free to direct the use of its money which was raised on the European market.
“That cannot amount to a violation. I don’t think so,” he stressed.
His counterpart on the Finance Committee and NPP MP Dr. Mark Assibey said a perspective may help the chairman understand the illegality.

He said the Finance Minister went to the Central Bank to ask that the Bank pays interest to government on the monies it was keeping for government.
“The Bank of Ghana said no. When we hold government money we don’t pay interest on it”, he said.
Displeased by the response, Seth Terkper transferred the money to UBA.
“$250 million is huge for UBA so they exchanged it into ₵1billion and bought treasury bills. Who is selling the T-bills? It is government,” he said.
Government now pays UBA 23% interest on Treasury Bills bought by the UBA with government’s own money saved at the private bank.
But in turn, government gets only 12% interest from its own money it has saved at UBA, Mark Assibey explained.
“[This is] imprudent financial management. Not only is government breaking the law, you can’t defend this kind of financial management,” Mark Assibey condemned the move.
But James Avedzi responded that his colleague by comparing Treasury Bills returns paid to UBA in cedis to UBA paying government back in dollars is comparing apples and oranges.
Government is likely to earn more from UBA which pays back to government in dollars than the private bank would earn from government in cedis.
“At least we are making some savings…the value of the money will not go down”, he insisted.
But Mark Asibey drew his colleague’s attention to the economic principle that too much money in an economy chasing goods and services triggers inflations.
“If you pump a 1billion Ghana cedis into the economy, do you know the consequences? It is inflationary.. are we not better off holding the money at the Bank of Ghana?”, he said.
He explained that the BoG holds the foreign exchange to prevent swings in the foreign exchange market.

Mahama likely to ‘battle’ Nana Addo in IEA debate

The Institute of Economic Affairs (IEA), has said it is  considering organizing a presidential debate for the flagbearers of the two main political parties, President John Mahama of the National Democratic Congress (NDC) and Nana Akufo-Addo of the opposition New Patriotic Party (NPP). The IEA disclosed this at the launch of its Presidential debates and Evening encounters in Accra ahead of the November polls. 

If the decision is implemented, it would be the first time John Mahama and Nana Addo will square up exclusively in a debate ahead of the polls. The IEA has been organizing presidential debates since 2008. The Institute says the new innovation is in response to the results of a survey which revealed a public desire for the two front runners in the presidential race to debate face to face. 


According to him, Nana Addo had been making some contentious statements thus, he was ready to debate the NPP’s presidential candidate any day.
“I’m willing to debate Nana Akufo-Addo any day even if you call him today, I will put it here and start debating the issues. So I don’t have a problem with debating Nana Addo.”
Nana Addo responded to President Mahama’s challenge via Twitter saying said he would debate President Mahama if it helped solve Ghana’s problems.
“Will President Mahama debating me solve Ghana’s problems? If so, then I am ready to debate him anytime, anywhere and any day,” The NPP flagbearer stated.
Separate debate for other parties
The institute also announced that this time around, it will hold a separate debate for all political parties without representation in parliament. This is contrary to the earlier arrangement where parties without representation in Parliament were exempted from the debate.
Addressing the media in Accra on Tuesday, Senior Research Fellow at the Institute of Economic Affairs Dr. Michael Ofori-Mensah, explained that these developments are the two new initiatives they would be exploring.
“There are two new initiatives under discussion for 2016 elections. First the IEA is exploring the possibility of holding a debate for the two main front-runners in the presidential election. The second is that we are at an advanced stage about holding a separate debate for political parties without representation in parliament,” he said.
Dr. Ofori-Mensah also said the debates are meant to create a level playing field for aspirants to debate national policies whilst also empowering citizens in demanding accountability.
According to him, the series has been designed to “provide a unique platform for presidential candidates to outline their vision of governance and provide dialogue between the candidates, to empower citizens in demanding accountability, to introduce an issue-based approach in the election campaign process and to promote peace before, during and after the election.”

Gunman arrested "waiting" for Ghana's President as he toured with PM Dr Keith Rowley

A news station in Ghana is reporting that police arrested a man in possession of a gun waiting for the arrival of Ghana's President, just before he and Prime Minister Dr Keith Rowley toured a refinery in Ghana on Monday.
Police have not stated a motive as yet but are investigating to determine whether they averted an assassination attempt against Ghana's President, in the presence of this country's prime minister.
The following is a news report by the TV3 Network in Ghana:
"Credible information reaching tv3network.com indicates that a worker of the Tema Oil Refinery, Senanu Asbeit Akpade is currently in the custody of the Bureau of National Investigations -BNI for possessing a gun ‘in wait for President Mahama’.
Mr. Asbeit Akpade who worked with the Environmental Department of TOR is a known supporter of the governing National Democratic Congress and touted himself as such was among staff and management of the refinery who were waiting for the president.
President Mahama was at the refinery on Monday May 9 with the Prime Minister of Trinidad and Tobago Dr. Keith Christopher Rowley to assess the company’s performance since it resumed full operations in February this year.
Ahead of the presidents arrival however National Security officers who had gone ahead of the presidential convoy arrested the man after realizing that his behaviour was suspicious.
When he was arrested a gun he was trying to conceal was found on him. Another worker at the company who spoke to tv3network.com on conditions of anonymity said “before the president arrived yesterday, one of the known NDC guys in the office had been arrested having a gun on him.”
He went on to say “the national security officers around suspected his behavior and quickly apprehended him and took the gun away from him. Because he was arrested before the president arrived most of the workers and even some management staff were not aware that such an activity had gone on.”
News of his arrest started trickling in Tuesday morning but after working our sources it emerged that most workers had no knowledge of what had gone on prior to the presidents arrival.
Our anonymous source said “the action took place around the frontage of the old administration block, precisely around where the Managing Director parks his car.
“He had the gun on him before coming to work that day, apparently he has been bringing the gun to work for some time now without the knowledge of his colleagues and the security at the gate. He is currently in the grips of the BNI and that is where we know he is at the moment.”
Although the intentions of the man are not immediately known he is the second unauthorised person to have been arrested with a gun around President John Mahama.
The first was Charles Antwi who is currently receiving psychiatric treatment for saying that he wanted to kill the president so he will become president of Ghana.
He was arrested at the Presidents church where he had frequented with his gun waiting for the president so he can do whatever it was he had planned.
It took the vigilance of a church member who suspected Charles Antwi’s behavior and alerted the security officers leading to his arrest.
He was sentenced to 10 years to imprisonment on his first day in court but was later sent for psychiatric analysis and treatment following what the judge suspected was ‘unusual’ about him."

NCA to consider proposals to ban WhatsApp, Skype, Viber calls


The National Communications Authority (NCA0 says it will soon decide on whether subscribers should still be allowed to make calls over the internet with applications like WhatsApp, Skype and Viber or not.
The response follows calls by Telecoms operators like MTN, that is leading the campaign for a possible ban placed on this service.
This is essentially due to the fact that the trend is leading to huge losses in revenues accrued from international calls to the Telcos.
But in a statement, NCA says "the NCA is reviewing the situation and will in due course take decisions for an enabling regulatory environment that will benefit all stakeholders including both the operator and consumer."
The NCA adds that continued discussions are encouraged to serve as a feedback for the Authority. It noted that it was clear in the future the provision of the service by players will impact on revenues of network operators in so far as their current business models are concerned.

PRESS RELEASE ON THE REGULATION OF OVER-THE-TOP (OTT) SERVICES
Accra, 5th May, 2016 – The National Communications Authority (NCA) has been made aware of the current public discussions on Over- the-Top (OTT) services and its impact on the revenue of the Telecoms industry. We fully appreciate of the interest by the stakeholders.
OTT Services
OTT Services include applications and services which are accessible over the internet and in some cases ride on operators’ networks numbering resources and internet access services. Examples of these are Skype, Viber, WhatsApp, Twitter, Chat On, Snapchat, Instagram, Google Talk, Hike, Line, WeChat and Tango.
Impact of OTT Services on Telecom Industry
OTT providers make use of the Service Providers or Operators’ infrastructure to reach their customers and offer products/services that not only make money for them but also compete with the traditional services(voice, text and data) offered by the Service Providers or Operators. It is also generally accepted that the use of OTT services have contributed significantly to the growth of data service usage on networks.
Consumer Benefits
On the other hand consumers/ subscribers benefit directly by accessing these applications online from any place, at any time, using a variety of internet connections. OTT players offering communication services argue that such services (voice call, chat, messaging) are offered to users through the internet services provided by Licensed Telecom Operators and the Service Providers who levy applicable data usage charges to consumers.
Regulatory Implications
The Authority is concerned with the fact that most of these OTT players are generally not bound by regulations in many countries which orients market dynamics in their favour. OTT is among alternative calling procedure for which Ghana has not adopted as part of its licensed services.
OTT players are currently not under the purview of the telecom regulations in the country as they are not registered or recognized operating agencies under International Telecommunications Regulations. The lack of national regulations also poses a threat to security and safety because of the very nature of the communications sector. The challenges posed by OTT services from a national perspective warrants the need for the Authority to ensure proper regulatory balance and a level playing field in terms of regulatory compliance as well as the need to address the issues pertaining to security.
Way Forward
It is thus becoming clear that, in future, the provision of services by OTT players will impact revenues of network operators in so far as their current business models are concerned.
The NCA acknowledges that each of our stakeholders have specific concerns on this issue and as such is benchmarking with other countries. Whiles some have in a way regulated OTT services in extreme cases, other regulators have allowed its use and the Authority is keen to find out the benefits and disadvantages of this situation.
To conclude, the NCA is reviewing the situation and will in due course take decisions for an enabling regulatory environment that will benefit all stakeholders including both the operator and consumer. We urge the continued discussions and encourage feedback and comments on this issue to the NCA.

Former Miss Malaika apologizes for showing boobs at VGMA 2016






Former Miss Malaika winner Hamamat Montia came under heavy criticism when pictures of her outfit for this year’s Vodafone Ghana Music Awards showing part of her boobs went viral.
Many chastised her for revealing too much flesh as a mother and questioned the real reason behind her marriage failure.
Hamamat who thought it wise to correct her mistake and get back into the good books of her fans and those who commended her for taking up a recent initiative to get the youth interested in reading decided to apologize.
She posted an apology on her Instagram page and a video to go with it blaming wardrobe malfunction.
Her post read;
I will like to apologize for yesterday’s wardrobe malfunction , I agree the dress was sexy but my intentions was very far from how it was portrayed.
To @iamkaakaa and mz4lawsn your brand means a lot me and I am sorry for what it looked like.
